Summary: Collection consists of official and personal papers of Governor Mechem's fourth term, including documents concerning conservation that are dated as early as 1922. The bulk of the collection consists of official papers (1961-1962). Special issues and reports pertain to Native American voting rights, the New Mexico Civil War Centennial Commission, wilderness areas, and various other subjects. Conservation papers pertain to soil and water conservation districts, Colorado River projects, flood control on the Rio Grande, the Interstate Oil Compact Commission, and a water rights treaty between the United States and Mexico involving the waters of the Rio Grande and the Colorado River. Included are records from the the Arizona vs. California case. Conference materials consist of documents from various governor's conferences. Federal matters include documents and correspondence with federal agencies. Documents from the Civil Defense Administration pertain to the Cuban Missile Crisis of 1962. Penal papers consist of pardons and extraditions. Also included are papers from Tom Bolack's one month tenure as the Governor of New Mexico.

Edwin Leard Mechem was born to Edwin Mechem and Eunice Leard Mechem on 2 July 1912 in Alamogordo, New Mexico. He was educated at New Mexico State University and the University of Arkansas Law School.
